for interpretation in Court or elsewhere, as well as the regular interpreters permanently attached to the Courts, shall be regularly reported upon, with respect to their efficiency, in annual reports to be forwarded by the Head of the Interpretation Department to the Colonial Secretary, and as soon as sufficient experience has been gained, such Interpreters are to be divided into distinct classes with a view to establish a system of graduated increase of pay based on the results of periodical examinations held at fixed intervals of time.
